Either the power steering belt or alternator belt is probably not tight enough. With a cold engine the steering pump has to work much harder and hence is harder to turn. If the belt is too tight it can end up slipping and therefore squealing. The alternator belt, which drives the pulley that in turn drives the steering pump, is the most likely culprit given that it has limited surface contact with the pulley given the design of the layout.
